
Born in historic county of Lancashire, Alan has been a resident in Ribble Valley South West division, since 1984; and is the current Lancashire County Councillor for Ribble Valley SW, which he has represented since 2013.
A life-member of the chartered institute of public finance and accountancy (CIPFA), he had a successful career in public services’ efficient financial management (including senior jobs in water services industry and local authorities in the north-west) and subsequently transferred his belief in public services value and ethos into his collaborative work as a dedicated councillor. Alan was on the trustees board of the now former Ribble Valley Citizens Advice Bureau and has been a LCC-appointed school governor at Salesbury C of E Primary School and also (until it became an academy) St Augustine's RC High School, Billington.
During his time so far as a County Councillor (to year 2024-25), Alan has worked for sorting various issues and supported projects for sustainable improvement in services’ quality. These include periodic highway maintenance schemes (eg effective resurfacing); on road safety - promoted where appropriate traffic calming measures and speed limits review and liaison with the Police on their enforcement responsibility; and on cultural, leisure and transport aspects - retention secured of the Mellor Library and helped in adjoining LCC division to have Whalley Library re-opened; installation of iconic, modern replacement Foot Bridge across the River Ribble between Dinckley and Hurst Green (after previous suspension-type FB was severely buckled by river’s very high flood), expansion of local bus routes and retention of the Preston-Skipton 280 service, maintenance painting in 2024 of whole of Old Sol’s FB across the River Calder between Billington and Whalley – to give some of creditable examples.
With accessibility and communication skills and using his significant relevant knowledge and experience and continuing ability to keep up-to-date on developments, Alan has a Can Do attitude in being effective representative / advocate / influencer in LCC for people in the RVSW communities, including via the numerous parish councils. And he collaborates with and supports the RV borough wards’ councillors wholly or partly in the division.
